upgrading an aging dockyard for the future
Devonport Royal Dockyard is a major naval base and engineering facility located in Plymouth. Babcock, has a long-term contract to manage and operate the Devonport Royal Dockyard, providing crucial support services, maintenance, and refits for the Royal Navy's submarines and surface fleet.
The Project involved an upgrade of an aging dockyard facility to accommodate the latest SSN Astute Class of submarines for Base and Deep Maintenance Periods (BMP/DMP). The objective of the project was to modernise the facility, ensuring it met the requirements for servicing and maintaining the advanced SSN Astute submarines.

The Problem.
Babcock faced challenges in the execution of an infrastructure program, encountering gaps in data availability and accuracy, impeding their ability to develop a comprehensive and reliable project schedule. Coordinating and aligning schedules across diverse work packages proved challenging, exacerbating the complexity of project management.
Resource allocation and optimisation presented additional difficulties, as Babcock struggled to identify and manage constraints and dependencies across various project phases.
Our Solution.
Movar successfully addressed Babcock's challenges by establishing a collaborative relationship and ensuring transparent communication with internal teams and stakeholders. Our approach involved employing best practices, assessing existing project artifacts, and creating new ones when necessary, using informed assumptions in data gaps. Comprehensive documentation tracked actions and challenges, leading to the development of an integrated master schedule following the detailed Statements of Work for each work package.
This baseline facilitated visualisation of opportunities and a Quantitative Schedule Risk Assessment (QSRA) to effectively manage and mitigate risks. Our insights provided valuable recommendations to enhance the client's governance processes, fostering maturity in P3M, Project Controls, and overall governance practices.
